I think that petition has been posted on here several times before. It's quite a sad situation but I do know that when they can, many rescues in NSW take in found rabbits from QLD saving them from euthanasia.

Is the litter box big enough for both of them to be inside it with plenty of room to spare for hay and moving about? Does she seem to be having any trouble jumping? If she's feeling sore for one reason or another, it's possible that she doesn't want to jump into the box so goes right next to it...
