What classifies a rabbit as extreme Vienna marked?

I've heard lots of conflicting information recently, regarding heavy/extreme VM bunnies, so I just wanted to clarify.

Is it when over 50% of the fur is white (Vienna marked)?

It's whatever you want to call it, there is no standard or rule about what makes an extreme VM, theyre all genetically the same and on pedigress most people just put VM regardless of how heavy it is
