Well, my Grandad shot a dog once. It was their own puppy, only a few weeks old, her name was Hannah. She bit through the wire they had over the bars of the kennel and wriggled through, ran into the road and got hit by a car. She could only run in circles and her head was partially caved in. She was yelping in pain. My Grandad took a shotgun and shot her. To be honest they could have called a vet who would have come and put her down (she was never going to survive) but they live in the sticks. It would have taken half an hour for a vet to get to them or them to a vet. Yes you wouldn't shoot a human, but ambulances can get to a patient a lot quicker than a normal person can get to a vet.
