Please Help! Leg out to side (not broken)

Hello, my rabbit is holding his leg sideways. He recently had surgery on his tail and an x-ray was taken, but veterinarians are very uninformed and say his leg is not broken. What do you think might have happened to my rabbit and what is the solution, please help.

What was the surgery for on the tail? What else is going on with this poor rabbit? His fur seems to be in terrible shape. What is the rabbit's age? Diet?
