I don't quite get the meaning of the question, lost in translation I guess. At the end of the day you have a rabbit someone else wanted to go to a new home, no matter how you call it. It's not like there is a official proceedure like with humans. It might be that some group claims to have a monopoly on giving rabbits away, but so what, they can talk what they want all day long, call it adoption, rehoming or whatever. No middle man needed if the circumstances are ok for you and the previous owner.
Those groups can have positive sides too, like some standards about health, bonding help, information for unexperienced people and so on.
Uhm, being a breeder is considered more than just have multiplying rabbits, I would say. There should be a purpose, a goal and a plan on why and how doing things. You can breed for show, meat, pets, to better the breed, or any goal you set for yourself. Getting a pregnant doe quite likely just makes you the future owner of a pile of rabbits. Just multiplying them for a quick buck or just because you happen to have two random rabbits doesn't make you a breeder either in my book.
) - if the number of animals you are allowed to have at your location is low you could get into trouble, breeder or not. Just remembered a case where, after a break in, an officer noticed a rather large litter of kits, that this were too many animals for this zone and all rabbits were seized.
