I think they don't know. I did some looking around when I was seeing this kind of thing. What I kept stumbling upon was that lower income and inner city areas seem to lack in teaching this sort of thing. Granted - this was about 20 years ago.
Indiana has a test now to qualify to graduate high school - if you don't pass, you don't graduate - PERIOD - It's the ISTEP test. They give it each year of High School. My son passed it in 9th grade but there are a lot of kids who just can't. It's getting better.
Another thing - a friend of mine who is a teacher in one of the better areas of Indianapolis told me that even in first grade, they don't assign homework because it will not get done. parents do not enforce it, help with it, and often times aren't even there to know about it.
