Do you know the age and weight? That can help a lot. There are a few breeds that look similar, but one can be larger than the other. It can also be harder to determine breed in young rabbits.

He could be a Netherland Dwarf, but that is just a guess.

It could be a very badly bred netherland....this is of course coming from a breeder who goes by ARBA standards. lol So no intent to offend.

The ears are to long, the body is long and it has the wrong face...I am thinking maybe a nethie mix if it says really small like that though.
