It is hard to say how high is too high. If that is just a blanket on the floor, it is not padded enough. If that is a mat or heavy carpet, it should be fine. A heavy rabbit is more likely to get hurt than a lighter rabbit if they jump down onto a hard surface because they hit the floor harder. I took care of a 6 pound rabbit that jumped off of the back of a sofa onto a hardwood floor and destroyed his knee cap. My 3 pound netherland dwarf jumped out of the top of his cage when it was open, a distance of 3 feet and landed on a rubber mat and was fine. If you think that your rabbit might jump from the top of the table, maybe you could find a way to put up a fence or barrier along side the table so that your rabbit will choose the stairs. If you can make it so the rabbit can't jump from the top, then you wouldn't need a mat or heavy carpet.
