My good friends rabbit just had a beautiful litter of lionhead kits. The last litter this doe had was all male. Does that increase or decrease the possibility of another all male litter?

The sex of the kits if determined by the buck shortly after conception.
Having a litter of all bucks does not mean the doe would be predisposed to only having bucks or that another litter would only have does. A buck could be more prone to producing one sex though, but I doubt it would be that common.
Also remember that any change of sexes are for each kit, not for a litter as a whole. So each kit would have a 50% chance of being male and 50% of being female. Each kit in a litter could end up being bucks, just like you could toss a coin and have it land heads up 5 times in a row.

One of my does had a litter of four all bucks, never happened before to me! Cept with my piggies.

I second what korr_and_sophie said. Our genetics professor would also say that you wouldnt be able to see a half split between sexes unless there is a larger population of offspring. Just 3-9 babies won't always show a half split but once a large enough population is made (talking hundreds or thousands) it is easier to see a true 50/50 sex split.
