It sounds like the previous owners were just not good rabbit keepers and then were making excuses for the bad conditions. You may want to avoid them in the future.

I haven't dealt with mats either, so someone else can jump in here. But I would start with a comb. I'd start at the ends of the fur in that area and gradually work down closer to the skin. Don't start against the skin and force the comb through. Start at the tips.

If she is patient with you any mats can be worked out using your fingers. My sister has a mini Rex that doesn't get regular grooming so she tends to get mats around her tail and underside when she is shedding. Every time I see her I work on them, she is not a patient bun at all and wants to attack the brush. With her the mats are caused by the hair not properly dropping off and she is overweight so she can't groom her bum. Anyway I hold the mat with one hand and gently pull small pieces of hair from the base of the mat out of the main mass of hair. It takes time to work them out this way but i cant imagine going near her with scissors. I have given her a butt bath too and bathing actually helps break up those stubborn mats. Please note I am not pulling hair out of or away from the rabbit I pull strands piece by piece from the matted hair.

She was SO good! I didn't get all of them so I
Tried " combing" the rest with my fingers and
The hair just fell out. I wasn't pulling it was just
Loose. I wi try and work more on it tonight. Didn't
Want to do too much as I just got her yesterday and
Didn't want to put her threw too much.
 
She probably just needs some regular grooming. Keeping er in a clean environment from now on will ensure she doesn't get dirty again and it'll probably be alright from now on :)
