It definitely is. It's a dominance thing. So is putting their heads under the other bunny nose, which is a demand for grooming.

But you'd also double check the sexes if you're not sure. The 'gender fairy' is always coming around and changing boys into girls and vice-versa. They can be hard to sex!

Yes, it is normal. I assume they're both fixed? If they are, then it's a dominance thing. If they're not, I would separate them immediately ;-)
