"Jack" came home today from the humane society after his neuter surgery, just wanted to make sure, is it normal for his sac to be huge and hanging?

Yes. So long as its not really red or oozing or anything that looks infected. They will deflate in a few days. Then it will just look like deflated balloons, which will eventually receed completely.
