I've used picasa before. It's pretty simple to use and has some cool basic features. And It was free 
I learned how to use photoshop in highschool and since i found it on the school computers in college I continued to use it. My mom finally bought the CS5 version for me using a student discount BUT my computer can't handle it so i gotta wait to install it till i get a better laptop :/ If you care to spend the money its awesome! Tons of tutorials everywhere on how to use the programs. Price: $199 LOL
