I think she means some owners would have punished the dog by now. I don't think so. It wasn't the dog's fault at all! Very sorry about what happened though. It wouldn't have been nice.

Oh no! I'm so sorry your dog had dug up your bunny. That must've been an awful thing to experience.

But dogs are dogs, and most people don't understand why they do the things that they do.
