When I got my rabbit I used pine shavings until I found out that they were bad for him. I haven't used anything else since he is not litter trained and just goes on his pan since he is outdoors. Well now it is getting cold and I don't want him to get cold (bringing him inside is not an option). What is the best and cheapest thing to use for bedding? I found these pine pellets at tractor supply, but don't know if they are safe since they are for horses (that is the link below). Can I use straw?

I use the pine equine pellets for my rabbits. They work great. I would say just stuff his hutch full of straw or hay and he should be ok if he is protected from the elements.
 
I use Kiln Dried Pine for more than 2 decades. The kiln drying removes the phenols from the pine and makes it safe for small animals--Cedar is the one you want to avoid as it is very toxic even if dried. Walmart has Petspick fr a good price.
 
I use those exact same pellets with my buns. They work well and don't carry any major safety concerns.
