Looks like dandruff. It that spot hairless? Does he have a cage mate??

It looks like it could be fur mites. Best to have your vet check him.

Yea, I think it may be more than just dandruff based on how the skin looks in the picture.

Your vet should provide you with either Revolution or an Ivermectin solution for either on-skin or oral treatment of the fur mites (the vet will tell you how to use the drug).

The vet should NOT offer Frontline - while Frontline works on the mite, it has the nasty side-effect of killing rabbits. Lethal stuff - the manufacturer of Frontline specifically states that Frontline CANNOT be used on rabbits.
