Ours isn't done by gynae unless there is a problem.

You will get a letter through and you make an appointment with a nurse at your GP surgery (or you can go to things like family planning clinics, I believe. For those who have suffered rape they can also do them at specific centres where they are specially trained too). That happens at 25, however, if you wanted one earlier you could ask and see if they would do one.
 
I've been getting them since I was 15, because of birth control and what not. I think if you aren't taking it though, you should probably start at 18. Just to get into the habit of it, you know?
