i have a 9 week old netherland dwarf , who wheni let out follows me non-stop! as im writing this shes trying to climbup my leg! is there anything thats making her do this? or is it normal?(she hops on my lap or on my shoulders sometimes)

It just means she likes you and wants to playwith you. You are lucky she's so out going, a lot of rabbitstake quite some time to become that comfortable with their owners.
