some questions

Ok right now i have all the food/water/hay so they have to get it from the litter box.

the problem i'm having is that they can still outside the pan and eat the hay and then she poops when she is eating and makes a mess. Any ideas how i can move things around to make better use of the space. I was thinking about putting a grid on the other side of the pan and that way i could hang things on 3 side of it.

You could try getting a bigger litter box, something a little more rectangular, so that she couldn't sit outside the box to munch. Or put a second litter box right beside the first one.

I also think a bigger litter pan might be the way to go.
