rabbit uses hay basket as litter box

So I have a hay basket thing and the buns love it but they poop and pee in it. I've flipped it over but why are they doing this? Is it the basket form or the hay? Also I want to get them wicker baskets but will they poop and pee in this?
 
One of my rabbits would do this, but In just COULD NOT get him to stop! I finally just switched the letter box and the hay pan, and he's been going in there ever since! I just put his hay in the litter box, and now he eats out of there and "goes" in the hay pan. I'm planning on transitioning him back to the litter box now that I have a hay rack.
 
Any hay that is in a container that they can fit inside is fair game for peeing! I've seen a rabbit even hop inside a hay rack.
I haven't seen a problem with an empty wicker basket, though one never knows what a rabbit might do. I think it's mostly the hay that entices them to 'go.'
 
All three of my buns will pee and poo in what I put their hay in even though I hang it above the litter box unless the container is too small for them to fit comfortably in.
 
OK well I flipped it over so they don't use it like that and I'll try to find some wicker baskets.
 
my rabbit also goes to the toilet in her box with hay :(
