Rabbit has a sore on his Bottom

I have a Male rabbit (mini rex, approximately 3 years old). I had him neutered about a year ago. A few hours ago, I noticed he had some poop stuck to his bottom (which has happened before when he is shedding...so normal for him).

As I was getting him cleaned off, I noticed that he had sores/scrabs on both sides of his penis (see attached image).

Is this just a scab/old sore. Does he need to see a vet?
