so fiona and echo have been living together for about a week and a half and everything is ok.

they still haven't established domanacy, and last night fiona kept trying to mount echo, which he did NOT like.

is it just not meant to be? or is there something i can do?

Sounds like it can definitely work! :)

If they've been living together for a week and a half, that's awesome.. definitely some potential. Sometimes rabbits if they come out of place in the dominance, the other will try to reestablish the dominance. How did Echo show he didn't like it, and how did Fiona react?

well, he attempted to run when she was mounting him, and she kept chasing him to try and mount him again. there was some circle dancing going on, them chasing each other.

Sounds normal to me - even bonded pairs will do this sometimes. When Pebbles or Georgie comes near my trio, they will sometimes chase each other trying to make sure everyone stays in their place - nothing to worry about.

Chasing and mounting is normal, if one backs down it's totally fine - part of the relationship. It's only when they start going into outright, rolling around ball fights is when you need to intervene. Otherwise, they'll work it out :).
