Over Grooming!

Well my male is over grooming my female, and has left a terrible bald spot..And I have no clue what to do. the vet gave me some bacterial spray for the bald spot cause he thought it was ring worm.. i knew it wasn't, but the problem is I can not get him to stop!
He's not supposed to lick off the spray and he is. I try to deter him by having treats. and things to chew on but he just won't stop chewing on her. I don't want to break the bond by separating them, because it took me forever to bond them. Bitter apple safe to put on the females fur just around the spot so he wont do it anymore?
 
Apple bitters might prevent her from cleaning herself...or else she'll wash it off herself before he gets to try it.

I'm trying to remember what other people have done to stop over grooming...I think it's just a matter of having other fun things for them to do. Pennies in a pop bottle, hay in a toilet paper tube, that kind of thing.
 
they have all that stuff! Kody (the boy) hes not really playful, he just likes to lay around. doesn't play.. its weird.
