matting problem

hi I found a mat under willows chin and I cant get it when i flip him over he tightens up and wont move his front feet when I try from the top he just tucks his head in. Please help me
 
I'm more successful with Neville in an area he doesn't like (back end) doing it with 2 people. My husband helps by rubbing is forehead and talking soothingly to him while I work in the area he doesn't want touched. We only do it for a minute or two and then let him up. Give him a little while to explore and then do the whole thing over again. It's really less stressful for everyone. Just takes time and patience.

I shaved around his shoulders but I am wondering should I just shave it all off so it will all be the same length? he is inside so I dont have to worry about weather.

Shame because we aren't really experienced, especially with all the hair Neville has, and it's working for us.
