litter habits going downhill

Since I adopted Dexter 2 weeks ago, Gizmo has been steadily declining in litter habits ( he was fixed a year ago), he has been peeing and pooing on the floor beside his litter box and I know its because of Dexter and we will be getting him fixed on the 16th of this month but in the meantime what can I do to get Giz using the litter box a little more? this is what I have tried so far: moving his litter pan away from the fence line between them both, moving his litter pan where he goes most, limiting the space he gets for his play area and minimizing his out of cage time, I have also praised him with treats for using the litter box every time he does, i have swept poo balls and soaked up pee and put it in his litter pan, Ive gently pressed down on his head after he has peed on the rug and said no, I have put him in his cage early. Anyone have any suggestions guys:? I'm seriously all out of ideas and paper towels :big wink::pullhair::vacuum:
 
Unfortunately, I live in a 1 bedrm apartment which is tight and Gizz has run of the living room and sleeps in our room, there is virtually nowhere I can really put him except where he is :S
