How do you create those animated picture avatars?

Hi!

I was wondering if anyone could tell me how I could make those avatars that some members have... the ones with the multiple pictures and the nifty text....

I keep trying to google "icon makers" or "avatar makers" but I've not had any luck....

Any tips would be greatly appreciated!!!!
