This has been of great concern to myself and the dog club I belong to, which is a mix of responsible breeders and rescuers/pet owners. This has been touted as a bill to "Stop Puppy Mills!" Well, it might. The only thing is, it will also wipe out any responsible breeders and privately run rescues as well.

Here are some of the items from the bill that concern me:

"Sale" means the transfer of a dog to another person in any of the following ways:

1) Offering directly to a consumer for purchase. i.e, Rehoming your dog.

5) Offering a dog up for adoption with any charges or donation associated.

Isn't that what rescues do...?

(a) Applications for an original license must be made to the Department in writing....

c) Applicants for licensure must have their fingerprints submitted to the Illinois State Police in an electronic format...These fingerprints must be checked against the most current Illinois State Police and Federal Bureau of Investigation criminal history record databases. Oh, and they charge you for that, too, of course. There is also a section that mentions foster homes, which will not be allowed to have any more that four animals at one time. Not four cats and four dogs and four rabbits, four animals period.

I would really, really encourage everyone to at least go over the main points in this bill. I would be more than happy to print out and mail it to you, if you find it easier on paper.

I have to really take the time and read this from what i read, after all the mumbo jumbo wordy crap, it seems to be a double edged sword. On one hand "I" want Puppy Mills GONE, but on the other hand it looks like this bill is going to make it impossible for small rescues, and foster homes. I see where they have to include everyone to advoid puppy mills finding loop holes and getting away wit what they are doing, but in the mean time it is going to scare away small rescue, and foster homes in not wanting to do this, lets face it if there wasnt any rescues, along with the shelters, thousands and thousands more animals would be put to sleep.

Sounds like a back handed way to not only deal with puppy/kitty mills but hoarders. I know that there is an on going case here in NJ where one town has limited the number of pets in one household. They went after one foster home in particular. They really need to revise this.
 
WOW! Some of us would really be in trouble! I have 10 currently. We'll be getting lambs soon too.....
