Personally, I think this is an awesome move,especiallyif there ismachinery andfundingin place is to support the shelters, eg: heavy finesthat go directly towards support of thesheltersandrescues, which can then haveopen door policiesencouraging people to surrender their pets rather than turn themloose. (Although many rescues will have to change theircurrent attitudes vilifying people whodo surrender theirpets).
The lawtakes away the 'impulse buying' problem that mostoften leads to neglect. It takes a lot more thought to go toa breeder or a shelter, or even answer an ad in the paper.

San Andreas, CA -- The sale of pets in public places will soon be illegal in Calaveras County.
The Board of Supervisors introduced an ordinance Monday banning suchsales at the request of the Domestic Animal Advisory Committee.
The committee says selling or giving away animals goes against thegoals of the spaying and neutering program. Furthermore, those animalsmay not have received inoculations for infectious diseases.
This ban does not apply to adoptions hosted by the Animal ServicesDepartment or humane organizations supported by the department.
The ordinance will take effect 30 days after it is approved, which is set for December 4.
