No, I wouldn't give any fresh veggies to a rabbit under 3 months, personally. Some wait until 6 months. I would include grass as a fresh veggie and wouldn't feed it until older.

If the mother had veggies during her pregnancy and while raising the kits, it's argued that they can be started on fresh veggies right away. Most people don't know what the mother was raised with so they stick to the 3-6 month rule.
 
Actually the policy now is to start babies off on grass and veggies as early as possible, but to do it VERY VERY VERY slowly.

Grass in particular is good -- and bad. Spring grass is high in protein but can be too much of a good thing. Even adults should be cautious early in the season.

Its also very important to use grass that is pulled, not cut, or grass eaten directly from the ground, but from a spot where no other animals have frequented and where no pesticides have been used.

Yes, I think I may give maybe, a single blade of grass every once in a while. But other wise I'll wait 2 months. =D
