Definitely something soft for your bunny to sit on. The wires can cause sore hocks.

A Hay rack for his hay. Keep it off the floor. I use a litter box, so my boys like it in there.

Definitely some wooden chew toys or my boys favorite toilet paper roll to toss around.

he has 2 chew toys in his cage. I will put a litter box in for sure. there is a shelve that goes in the cage but I took it out when another rabbit kept peein on it
 
I would just throw a piece of cardboard inside a pillow case and throw that down. Itt's what I have covering my bunny's level and it's easy to wash/replace as needed. Also maybe a cat ball, or hanging bird toy? something that makes sound and can be moved and played with.
 
I also strongly recommend litterbox training rabbits. There is no reason not to really, its just makes cleaning way easier.

Also he might like a wooden house to hide in. I find that my rabbits like to go in it, but they also love to sit on top of it.
 
I have a cat treat ball that I fill with rabbit treats (Craisins, dried blueberries, veggie puffs) and he has to roll the ball around in order to get the treats to fall out of the holes.

Looks just like this, but blue. I got mine from a dollar store.
