are they too young to explore at 2.5weeks?

My baby bunnies are 2.5 weeks old and have started to get quite active. One seems very much more advanced than the other and this morning I found it in the downstairs part of the hutch with mum! Mum seemed quite distressed that it was down there and it couldn't get back up the ramp. baby number 2 was equally ditressed that it was on it's own. We did eventually manage to put it back upstairs, but I'm a olittle worried about them. Do I need to be or am I just being a little over protective?

I've popped a little nest box downstairs for incase they make it back down there and they are cold.
 
I'd be concerned about them maybe tumbling off the rampor getting chilled. Is there any way you can block it off? Maybe put a plank over it so they cannot do down? I think it would be best if the babies were quite restricted andhad better chances at snuggling together for warmth.2.5 weeks is not that old really and with temperatures getting colder, I'd much prefer seeing them huddled in their nestbox. My lil one is several weeks older but he mostly stays in his nestbox huddled with momma these days as it is colder.

I'm not sure what more experienced people think but I know I'd be too worried myself to allow them the chance at going down there.
 
I would personally move the cage so that the babies are on a bottom floor. They're getting to an age where you wont be able to stop them. I'd put a nest box that they're able to get in and out of and put it on the bottom.
 
I agree with the above. Two level cages can be very dangerous for babies. I had to observe my brit when running around in his new big cage because its so easy for them to break their backs or get hurt. And he was almost a year old
