Abandoned kitty

So for the last week and a half there has been the sweetest cutest cat hanging around outside my apartment building. At first I thought maybe the owners were just letting him out during the day. However he has been outside all day and night. He never gets to go inside.

I really want to bring him inside but my SO is severely allergic to cats. And even though he isn't here right now(he works away) I hate to bring a kitty inside and risk the hair getting into his clothes or our bedding or anything of the sorts.

The SPCA is full and overflowing with cats. My Mom said she will come get him and take him to her place(she lives in the country and there is already a few barn cats at her place). But I am scared that maybe he does have owners. But he has been outside howling every night and we have had non stop rain and thunder storms for the last 5 days/nights.

My Mom can't get him until Fri though. Should I just let him keep hanging around outside? I put a little bit of kibble outside for him and he ate it all. I am scared that he might belong to someone and if my Mom takes him they will be heart broken. But its been almost two weeks. What would you do?
 
There is a decent size spruce tree in front of the building that he seems to sleep under.

I am really tempted to bring him inside. I am so scared he is going to get hit by a car :( We are on a fairly busy street and the busiest street in the city is one building away. So he doesn't have the ideal location. We do have some woods in the back of the building as well that he can sleep in.

I am going to keep putting food out for him and I might try and come up with some sort of litter box and clear out the spare room and let him hang in there until my Mom can come get him.

I know cats are meant to be outdoors animals but it just doesn't seem right to make him stay outside in this area. He is going to get hurt :(
 
I would avoid bringing him in the house as hair gets in placed you never thought it would. Allergies can be hell. Feed him and wait for your mom to pick him up. If its been 2 weeks either hes missing on purpose or hes wandered far away from home and where people would normally look for him or if he not neutered he could be roaming which in that case no one would think hes missing because its typical to be gone a while. Howling is usually something a male cat does when he smells a female in heat so maybe your a neighbor has some sexy little thang in there he cant go home without. try checking to see if hes intact if so coupled with the howling then hes looking for a cat and will eventually go home.
