bonded pairs

I have 2 rabbits that I am attempting to bond, both fixed and everything but neither wants to groom the other, it's constant bowing battles mushed food on the face has helped a little but it wasn't genuine and didn't do anything long term. Any trick or tips on where to go from here. No humping...
