Sounds like he is grooming his little plushy friend! That's okay. Trixie does the same thing with her baby rabbit plush that I have for her too. She will occasionally lay next to it and give it a few licks before resting. I think of the plushy rabbit as a friend for her.

Just because dogs are domesticated, does not mean they do not have instincts. Even little dogs (or even cats) can be dangerous if they are provoked a certain way. But yes, it is up to the owner to be responsible for their pet.
