I'm new here so forgive me if i do anything wrong but i need a bit of help. Recently i've come across an abused Rabbit. The owners had a collar sotight around her neck she couldn't breathe and it made her teethdeformed. I cannot legally take the rabbit and Animal Control can donothing about it...
