Why i am breeding him is because my dad says i can't have rabbits unless i make money off of them, he doesn't understand they are like a dog or a cat. I could try and convince him to let me keep Comet even though he is "no use".

Could be possible, keep a nest box in her cage for a while to make sure. You might just keep one in there from now on.

it is just normal cat litter from the store, i put some lavender oil in it just now cause i read that can repel them and its non toxic.

you could a female i had once would let me hand her hay and help her gather it and she would do the building it was really cute, my current female didn't start nesting till the day before birth, she was digging and i thought it was just her "rabbit instincts" but she will soon.
